In short

Indonesia runs a large school system across thousands of islands, and entry to state universities is organised nationally. Most applicants use one of three routes: a selection based on school achievement, a selection based on a computer-based test, or the separate selection of each university. The test is called the UTBK, and the national selection that uses it is called SNBT. Universities also conduct independent selection such as SIMAK UI, while public sector recruitment uses the national CPNS selection.

School stages

Compulsory education follows a 6-3-3 pattern. Pupils attend six years of elementary school, called SD, three years of junior secondary school, called SMP, and three years of senior secondary school. Senior secondary schools are either general, called SMA, or vocational, called SMK, which train students for a trade such as engineering, tourism or business. Islamic schools called madrasah follow a parallel path with the same levels, and the Ministry of Religious Affairs oversees them. Schools can be state-run or private.

The old national exam known as Ujian Nasional no longer decides who graduates. It was replaced by the Asesmen Nasional, a national assessment that looks at literacy, numeracy and the learning environment of a school, and it is aimed at improving schools instead of ranking pupils.

How universities admit students

State universities, called PTN, use shared national routes alongside their own. The names are:

  • SNBP: the national selection based on achievement. Schools nominate students by looking at report card marks and other records, and there is no test.
  • SNBT: the national selection based on tests. Applicants sit the UTBK, a computer-based written test, and universities rank applicants by the results they submit.
  • Mandiri: independent selection run by each university. It can include its own written test, talent or achievement tracks and cooperation with partners, and fees and rules differ by institution. For example, Universitas Indonesia conducts SIMAK UI and Universitas Gadjah Mada conducts UM UGM as independent entrance examinations for undergraduate admission. Major state universities also organise independent entrance examinations under the Seleksi Mandiri PTN framework, while top secondary pupils compete in academic olympiads such as the OSN across science and mathematics disciplines.

Registration happens through national portals under the national selection body for state university admission, and the calendar for each year is published in advance, so applicants should read the yearly schedule. Private universities have their own admission and often accept applicants throughout the year.

What the UTBK tests

The UTBK is built around general ability, not a school syllabus. It has two main parts.

  • Scholastic potential: general reasoning, quantitative knowledge, general knowledge and understanding, and reading comprehension and writing.
  • Literacy and mathematical reasoning: literacy in Indonesian, literacy in English, and mathematical reasoning in everyday contexts.

Questions are usually multiple choice, and some are in other formats such as complex multiple choice. Because the content is skills-based, the way to improve is to practise reading carefully and solving unfamiliar problems under time pressure.

Civil service recruitment

Recruitment for the civil service across government ministries and regional agencies is coordinated nationally by the National Civil Service Agency, known as BKN. Candidates sit the computer-assisted CPNS basic competency test or the PPPK selection for contractual state personnel, while state-owned enterprises recruit through the unified BUMN selection, which evaluate competence, ethics, and professional capacity. Specialized state colleges conduct dedicated recruitment, including PKN STAN for public finance, IPDN for regional governance, and police academy and military cadet selections for national defense. Polstat STIS trains statisticians for the national statistics agency, while LPDP conducts nationwide scholastic aptitude testing for postgraduate scholarships.

Studying in Indonesia

The national language, Bahasa Indonesia, is the language of instruction, and English is taught as a subject. Many families speak a regional language at home, such as Javanese or Sundanese, so reading practice in standard Indonesian helps. Some international schools use the Cambridge or IB curricula and teach in English, and their students often apply to universities abroad as well as to Indonesian ones.

A study plan for an Indonesian applicant could look like this:

  1. Start with the yearly schedule on the national admission portal and mark the registration and test weeks.
  2. Choose study programmes at several universities with different levels of competition, since places in each programme are limited.
  3. Practise reasoning questions every day, writing a short note on how you found each answer.
  4. Read an Indonesian news article each day and summarise the main point in one sentence for literacy practice.
  5. Work through mathematical reasoning problems set in daily life, such as discounts, distances and tables.
  6. Sit a full timed set before the test to rehearse the computer-based format.

Students planning to study abroad should add English tests to this plan.
