Education in Oman: school stages, curricula and exams
A guide to Oman's education system, basic and post-basic stages, General Education Diploma exams, and HEAC admissions.
In short
The Sultanate of Oman operates a modern, inclusive education system directed by the Ministry of Education and the Ministry of Higher Education, Research and Innovation. General education is organized into two cycles of Basic Education followed by two years of Post-Basic Education. The culminating qualification is the General Education Diploma, whose centralized results govern competitive university admissions through the Higher Education Admission Center. Private and international academies deliver British, American, and International Baccalaureate curricula. For university progression, scholarships, and healthcare practice, students and professionals prepare for standardized tests including the General Education Diploma (Oman), Cambridge A-Level, SAT, IELTS, TOEFL.
School stages
Oman's school structure delivers twelve years of foundational learning divided into two stages of Basic Education and a culminating Post-Basic stage. The academic calendar runs from late August or September through June, split into two semesters.
- Basic Education Cycle 1 (Grades 1 to 4, Ages 6 to 10): Co-educational classes taught predominantly by female educators. The curriculum establishes basic literacy in Arabic, elementary mathematics, environmental science, Islamic studies, physical education, music, art, and foundational English language learning.
- Basic Education Cycle 2 (Grades 5 to 10, Ages 10 to 16): Gender-segregated schools where students advance into distinct academic subjects including general sciences, algebra, geometry, geography, Omani history, life skills, and information technology. Grade 10 performance guides post-basic elective selection.
- Post-Basic Education (Grades 11 and 12, Ages 16 to 18): Students undertake a core curriculum combined with elective subject packages. Learners tailor their studies toward science pathways (advanced mathematics, physics, chemistry, biology) or humanities and business pathways (core mathematics, economic geography, social studies, world literature).
Public schools provide tuition-free education in Arabic, with English taught as a core subject. Private bilingual and international schools operate across Muscat, Salalah, and Sohar.
In alignment with Oman Vision 2040, the Ministry has integrated vocational and technical education (VET) into secondary schooling. In collaboration with international technical certifying bodies, vocational pathways offer specialized qualifications in engineering maintenance, energy, business, and information technology alongside traditional academic streams.
Curricula in use
The private education sector in Oman features diverse schooling frameworks approved by the Directorate General of Private Schools.
| Curriculum | Who follows it | Main exams |
|---|---|---|
| Omani Post-Basic Curriculum | Majority of students in public state schools | General Education Diploma (Oman) |
| British Curriculum (Cambridge / Pearson) | Private international schools | Cambridge IGCSE, Cambridge A-Level |
| American High School Curriculum | Independent private academies | American High School Diploma, SAT, AP |
| International Baccalaureate (IB) | Accredited international schools | IB MYP, IB Diploma |
| Indian CBSE Curriculum | Indian diaspora community | CBSE Class 10, CBSE Class 12 |
The national curriculum emphasizes Omani heritage, values, and practical scientific inquiry. International schools focus on project-based coursework and standardized external qualifications.
Exams by stage
Assessments in Oman transition from school-based continuous testing to nationwide standardized examinations in the secondary graduation phase.
- Basic Education Completion: School-level examinations at the end of Grade 10 assess student achievement and determine eligibility for specialized post-basic subject electives.
- General Education Diploma (Diploma of General Education): Administered nationwide at the conclusion of Grade 12 by the Ministry of Education. Standardized examinations are held at the end of each semester under central monitoring. Final aggregate scores establish national rank for university placement.
- International Board Examinations: Students enrolled in private international schools complete Cambridge A-Level or College Board SAT examinations to earn credentials recognized by the Ministry.
University entry
Higher education admissions across Omani public universities and government scholarship programmes are managed centrally by the Higher Education Admission Center (HEAC / Markaz Qubool Al-Muwahhad).
Sultan Qaboos University (SQU), the flagship national university located in Al Khoudh, alongside public applied sciences colleges and military colleges, allocates seats strictly through HEAC:
- Medical and Health Sciences: Require top competitive scores in advanced mathematics, chemistry, and biology.
- Engineering and Technology: Demand superior marks in advanced mathematics and physics.
- Arts and Social Sciences: Require competitive standings in humanities, languages, and core mathematics.
Private universities—including the University of Nizwa, Dhofar University, and the German University of Technology in Oman (GUtech)—admit students meeting specified diploma cutoffs. Most university programmes require admitted students to complete a Foundation Year covering English, computing, and mathematics; students who submit qualifying IELTS or TOEFL scores earn exemptions from foundational English coursework.
Additionally, the Ministry sponsors external government scholarships for exceptional Omani secondary graduates to attend established international universities in the United Kingdom, United States, Australia, and New Zealand, requiring high General Education Diploma standing and official IELTS or TOEFL results.
Professional and licensing exams
Medical practitioners, dentists, nurses, and pharmacists seeking to practice in the Sultanate of Oman must obtain clinical licensing through the Oman Medical Specialty Board (OMSB) and the Ministry of Health. Candidates take computerized Prometric licensing tests () to evaluate clinical reasoning and medical competence prior to hospital placement.
