Mustafa Akıncı is a Turkish Cypriot architect who went on to become president of Northern Cyprus. His political career opened in 1975, when he was elected to the Constituent Assembly of Turkish Cypriots, a year before he stood for mayor of the Nicosia Turkish Municipality. He returned to Cyprus only in 1973, so 1965 is too early.
