Why did the council decide to build a new library?

When the old town library began to crack, the council had to decide whether to repair it or build a new one. Repairs would have cost nearly as much as a new building, so a new library was approved. Residents were asked what they wanted inside. Their answers surprised the planners. Instead of more books, most people asked for quiet study rooms, a children's reading corner and a cafe. The library opened last spring and was crowded from the first day. The head librarian says the building now works as a meeting place as well as a place to borrow books, and that the number of visitors has doubled.
